At the other end of the spectrum, there are informal transfer agreements in which the FQHC transfers patients to a third party for services that are not included in the health centre project. Informal referral agreements, characterized by the absence of written agreement or formal supervision, are recognized by HRSA as an acceptable practice, but are not part of the FQHC`s obligations to provide a number of covered services. QQHs do not charge for services provided on the basis of an informal transfer. One of the essential features of QQHCs is that they provide services independently of a patient`s ability to pay and calculate them on the basis of a sliding scale approved by the board of directors. HRSA requires that a mobile pricing scale be available both for services provided directly by the health centre and for services provided through formal written contracts or formal transfer agreements with other providers. . . .
